To implement the "National Program for Medium-to-Long-Term Scientific and Technological Development", to fully use global technology and human resources, and to enhance international cooperation in science and technology, in December 2007, the Ministry of Science and Technology of the People’s Republic of China and the State Administration of Foreign Experts Affairs of the People’s Republic of China jointly approved 33 National Centers for International Research to be set up in 33 different research units. Among them, the “National Center for International Semiconductor Lighting Research　 ”was established in the Institute of Semiconductors, CAS.

　  On June 27, 2008, the Ministry of Science and Technology of the People’s Republic of China and the State Administration of Foreign Experts Affairs of the People’s Republic of China held the Plaque Presentation Ceremony for these 33 National Centers for International Research in Beijing.
